SECTION 00010 - NOTICE TO BIDDERS - Sealed proposals addressed to Taylor Morrison of Texas, Inc. (OWNER) for furnishing all labor, materials, equipment, and performing all work required for the construction of Reunion Ranch Phase 3 Section 3 : Street Excavation, Water, Wastewater, Drainage and Erosion Control Improvements will be received at the office of Carlson, Brigance and Doering, Inc. at 5501 West William Cannon, Austin, TX 78749 until 2:00pm CST, Thursday, November 29, 2018. Bids will be opened publicly and read aloud. Any proposal received after the closing time will be returned unopened. Proposals shall be plainly marked with name and address of the BIDDER and the following words: - Proposal for Reunion Ranch Phase 3 Section 3 - Street Excavation, Water, Wastewater, Drainage and Erosion Control Improvements - The Reunion Ranch Phase 3 Section 3: Street Excavation, Water, Wastewater, Drainage and Erosion Control Improvements proposal includes approximately: 850LF of 18” RCP, 580LF of 24” RCP, 350LF of 30” and 88LF of 36”, storm sewer with inlets, headwalls, drainage appurtenances, drainage swales and a wet pond; 2,205LF of 8” wastewater, 20LF of 6” wastewater, 337LF of 2” force main, manholes, adjustment of manholes and wastewater services; 2,420LF of 8” waterline, fire hydrants, valves, and associated appurtenances; finish clear, grub, excavation and embankment of street ROW; temporary erosion controls and as further shown on the plans and specifications. All work must conform to TCEQ, City of Dripping Springs, Hays County, and Reunion Ranch Water Control and Improvement District rules and criteria. - All questions, clarifications and requests regarding the project must be received in writing via email to Brian Kelling, P.E., at bkelling@cbdeng.com and received until 12:00pm CST, Monday, November 26, 2018. Any requests received after said time and date will not be addressed. - Digital (pdf format) copies of the plans, specifications, and bidding documents will be made available for purchase from the office of the Engineer - Carlson, Brigance and Doering, Inc. at 5501 West William Cannon, Austin, TX 78749. A non-refundable purchase fee of $125 will be charged per CD. The CD will contain CAD files, pdf set of plans and bid documents. Make checks payable to Carlson, Brigance and Doering, Inc. - A Cashier’s Check, Certified Check or acceptable BIDDER’s Bond, payable to Taylor Morrison of Texas, Inc. in an amount not less than five percent (5%) of the Bid must accompany each bid as a guarantee that, if awarded the Contract, the BIDDER will enter into a contract and execute bonds within ten (10) days of award of the Contract. Performance and Payment Bonds shall also be executed on the forms furnished by the OWNER and shall specifically provide for “Performance” and for “Labor and Materials Payment”. Each bond shall be issued in an amount of one hundred percent (100%) of contract price by a solvent Surety company, authorized to do business in the State of Texas and acceptable to the OWNER. - The OWNER reserves the right to reject any and all bids, to waive any and all technicalities and formalities in bidding. The OWNER reserves the right to determine which bids are lowest and best, and to award the Contract on this basis. No bid may be withdrawn for a period of ninety (90) days after opening of the bids. If a submitted bid is withdrawn within said period, bid guaranty shall become the property of the OWNER, not as penalty, but as liquidated damages, or OWNER may pursue any other action allowed by law. A mandatory pre-bid conference will be held on Thursday, November 01, 2018 at 2:00pm at the office of Carlson, Brigance and Doering, Inc. at 5501 West William Cannon, Austin, TX 78749. Prospective bidders are encouraged to visit the site to familiarize themselves with the site conditions and scope of work. - Prevailing Wage Rates, in accordance with Government Code 2258 are applicable to this project.
