Proposed Tax Increment Reinvestment Zone #1 - The Travis County Commissioners Court will conduct a public hearing on August 18, 2015, at 9:00 A.M. at the Commissioners Courtroom, on the first floor of the Travis County Administration Building at 700 Lavaca Street, Austin, Texas, to consider comments concerning the adoption of an order to create a Travis County Tax Increment Reinvestment Zone #1 (“the TIRZ”). The property to be included within the TIRZ includes the original courthouse block bounded by Guadalupe to the east and San Antonio to the west; 4th Street to the north and 3rd Street to the south as well as the historic Republic Square Park across 4th street to the north and block 027 across Guadalupe to the east. The redevelopment proposed to be included in the TIRZ is comprised of the construction of a new Civil and Family Courts Complex, (CFCC), including underground parking for the CFCC, another multi-story building (“South Tower”) to be constructed by, or otherwise leased or conveyed to a private developer, and improvements to Republic Square Park. To fund construction of the CFCC and underground parking for the CFCC, Travis County currently expects to call an election to approve issuance of general obligation bonds. Travis County plans to deposit revenue, not greater than $100,000 a year, for 20 years from parking, leases or other revenue from the redevelopment, into a Tax Increment Fund (TIF) to be spent on project costs within the TRIZ including streetscape improvements, landscaping and irrigation, art installation, park and plaza improvements and maintenance, and administrative expenses.
