TRAVIS COUNTY, TEXAS - Attention all Bidders: The Travis County Commissioners Court recently approved certain revisions to Travis County’s standard solicitation documents for public works projects. These changes will affect the contract requirements on this Project. Specifically, the following matters are impacted: safety training requirements; safety record reporting requirements; and wage rates and wage complaint procedures. Refer to the following sections of this solicitation: Safety Record Questionnaire, Prevailing Wage Rate Determination, and General Conditions for Travis County Construction Contracts. - Notice is hereby given that sealed bids for the procurement of PLUMBING SERVICES FOR TRAVIS COUNTY (IFB NO. B1506-007-JE), a firm-fixed-price, time and materials, “Task Order” type contract will be in Travis County, will be received electronically through www.bidsync.com. Bids will be accepted until 2:00 P. M. CST, AUGUST 5th, 2015, then publicly opened and read aloud. Travis County will also accept paper bids received by Cyd Grimes, Travis County Purchasing Agent, marked “SEALED BID FOR “PLUMBING SERVICE FOR TRAVIS COUNTY, IFB NO. B1506-007-JE,” at the Travis County Purchasing Office, 700 Lavaca Street, Ste. 800, Austin, TX 78701. - Note: The Time-Date Stamp Clock located at the front counter of the Travis County Purchasing Office will serve as the OFFICIAL CLOCK for the purpose of verifying the date and time of receipt of paper bids. - You may print available Plans and Specifications through www.bidsync.com. - Important Notice: Please note that Project Plans and the Project Manual with specifications are NOT included in the Bid Packet due to the size of the documents, but are located in the folder “Additional Project Documents.” These documents can be viewed, printed or downloaded through BidSync by clicking on the folder “Additional Project Documents” then clicking on the file of your choice. For any issues with this process, please contact BidSync Support Services at 1-800-990-9339 and reference IFB NO.: B1506-007-JE. - In the event of a large file size, please be patient when downloading or viewing. Hard copies (printed) of Plans and Specifications may also be obtained from the Travis County Purchasing Office for a refundable deposit of $100.00 in the form of a cashier's check, money order, or company check payable to Travis County. The deposit will be refunded if the Plans and Specifications are returned in good condition within 21 calendar days of the bid opening. In addition, Plans and Specifications will be made available for viewing free of charge at various Austin-area Plan. - AN OPTIONAL PRE-BID CONFERENCE WILL BE HELD ON JULY 22, 2015 AT 1:00 P.M., C.S.T. at the Travis County Purchasing Office, 700 Lavaca Street, Ste. 800, Conference Room, Austin, TX 78701. - A bid security will not be required in order to respond to this solicitation; however, please review the payment and performance bond requirements which can be found within the bid documents. - Project performance period for each Task Order will be mutually determined and agreed upon prior to commencing work. Please review the complete bid solicitation found on www.bidsync.com for additional information. - Historically Underutilized Businesses, including Contractors, Subcontractors, and Suppliers, are encouraged to participate in this project consistent with the goals of the Travis County Commissioners Court. Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations, all Federal, State, and local regulations for construction safety and health standards. - The successful bidders must commence work upon issuance by County of a written Task Order, which will become the Notice to Proceed for each work request. The County reserves the right to reject any and all bids and to waive any informality in the bids received. Bids may not be withdrawn for ninety (90) calendar days after the date on which they are opened. - The base term of the contract shall be for twelve (12) consecutive months commencing upon award by the Commissioners Court, with two, twelve (12) month options to renew, subject to approval of the Commissioners Court. - EXPERIENCE: Firms shall have a minimum of three (3) years’ experience in providing Plumbing Services in order to be considered responsive to the terms of the IFB and to be considered for award of a contract. Bidders MUST complete the EXPERIENCE VERIFICATION REPORT and submit it with their bid. - REFERENCES: Bidders shall provide a minimum of five (5) references for which the bidder has provided successful Plumbing Services. Bidders MUST complete the REFERENCES VERIFICATION REPORT and submit it with their bid. Do NOT list Travis County as a reference if you have completed previous work within the past 5 years. - CAPABILITY: Due to the nature of this type of work, firms shall have ‘local’ and in-house capability (manpower-documented as licensed plumbing professionals and standard plumbing equipment for complete and full service work) to provide the services required by this bid specifications. Other qualifications or experience may be submitted and will be evaluated for comparable skills and knowledge. ‘Local’ is defined, for the purpose of this contract, as within a 25-mile radius of Travis County, Texas. Where in-house capability is not available, Bidders MUST provide copies of in-place agreements with subcontractors, acceptable to County, and meeting the requirements of the specifications; such in-house agreements MUST be submitted together with all other required Bidding Documents and MUST be maintained and in full force for the duration of the contract. Bidders MUST complete the CAPABILITY VERIFICATION REPORT and submit it with their bid.
